RESPONSIBILTIES

Pre-Award

  • Oversee and coordinate Strategic Planning and Capture Strategies for specific opportunities
    • Shape and advise on Customer Acquisition process
    • Provide strategic guidance for Subcontractor Teaming
  • Facilitate go/no-go discussions and pursuit reviews
  • Leads the Capture / Proposal Team in the generation of a winning proposal in response to customer RFPs
  • Provide proposal support as needed
    • Section author May develop and write text and specifies illustrations for the proposal based on technical input from our SME's, partner vendors etc.
    • Proposal editing support
    • Review assigned sections for compliance, clarity, score with regards to the evaluation criteria, adherence to proposal strategies, use of themes/discriminators, use of illustrations, and technical/management approach merit.
  • Generates white papers, presentations and proposals in response to Customer RFIs, BAAs and other solicitations as needed
  • Support & collaborate with Market & Vertical Sales efforts where appropriate or necessary

Post-Award

  • Fully understand all contract requirements including solicitation, SOW, PD, CDRLs and applicable Federal Acquisition Regulation (FAR) requirements
  • Develop the program plan assigning rolls, responsibilities and tasks to the program team in accordance with the ADS Program Management process.
  • Develop program master timing plan including all key First Article/Pre-Production, CDRL scheduling and production deliverables to meet customer contract requirements
  • Develop and maintain document libraries to ensure contract compliance, performance and delivery
  • Monitor contract schedules to ensure deliverables are on time, develop alternate solutions and lead problem solving efforts as necessary
  • Lead program teams including suppliers, contractors and internal team members
  • Schedule program meetings including, post award, design reviews, FAT, provisioning guidance conference
  • Develop program status review process
  • Manage First Article/Pre-Production expenses against budget hitting all cost targets. Working with suppliers and customers improve profitability through the life of the program by identifying and implementing cost savings
  • Develop positive relationships with the customer contracting and program offices, Subject Matter Expert/Services representatives, DCMA auditors and contract administrators end users, and all major suppliers
  • Execute supplier agreements defining responsibilities and contract flow downs for all major suppliers including all flow-down clauses

 

REQUIREMENTS

  • Bachelor's Degree
  • 5+ years of program office experience highly preferred
  • Understanding of contract requirement, FAR, etc. required
  • DAU Certification highly preferred
  • Outstanding communication skills must be able to present technical information, analysis, findings, and recommendations in a clear and concise manner to all levels of management.
  • Able to assess complex information and identify clear plans for approaching problems.
  • Experience in creating an effective team environment, building strong relationships, managing resources, and influencing colleagues & supervisors that do not report to them.
  • Knowledge of most technical and business resources and to effectively coordinate team members and external resources.
